Current Challenge:

District 11 faces severe housing affordability issues, with Vance County showing eviction filing rates over 20% – among the highest in the state. Many low-income families sacrifice housing quality for affordability. More than one-third of residents in parts of District 11 are rent-burdened.

Policy Solutions:

1. Create an initiative providing down payment assistance, home ownership counseling, and support for first-time buyers.
2. Advocate for state funding to match federal community development block grants.
3. Support affordable housing development through public-private partnerships with faith communities.
4. Champion fair housing enforcement and anti-discrimination measures.
5. Create emergency rental assistance programs and eviction prevention services.
6. Partner with local churches and nonprofits to provide financial literacy education and home ownership preparation programs.
